Background
Purupu is a short, horned cat-faced creature with large eyes. In the manga he is purple, while in the anime, he is white. Regardless of media, he is an obvious parody of the Dragon Ball antagonist, Freeza. He also fights similar to Freeza, to the point of flying around in a craft and mercilessly eliminating his enemies.
Personality
Purupu is best described as a reserved tyrant who is very polite despite his lust to kill. He is very strategic, as he has claimed to have learned all of Bo-bobo's weaknesses and strengths.
History
Hatenko, Purupu, and the Evil Blood Mansion
When he is first seen, Purupu is attacking Iguana Town alongside his assistants, Kinen and Lamune. When met by the rebels, he immediately claims that he is so powerful, that even his servants are stronger than Gunkan. However, all three of them are easily defeated by Don Patch shortly after he is introduced in both the anime and the manga (in fact, he only got two chapters/one episode).
OVER and the Legendary Idiot Killer
He is seen again in OVER's Castle, lying unconscious on the floor, after being punished by OVER for his failures.
The Playoffs and the Reverse Maruhage Empire
Purupu is shown to be a participant in the fifth Maruhage Empire New Emperor Playoffs, and somehow manages to make it all the way to finals with Kinen. Victory is cut short however, as he and his assistant are used as sacrifices by the Reverse Maruhage Empire leaving Purupu in a power-drained, poorly drawn state. After Hydrate is defeated, he comes back to normal along with other sacrifices.
Shinsetsu Bobobo-bo Bo-bobo
He appeared in Shinsetsu's last chapter, attending Tokoro Tennosuke's Maruhage Reunion. He is joined by both of his henchmen.

Abilities & Powers
Unlike the other three, who are all incredibly powerful, Purupu has no known abilities, despite claiming otherwise. Because of this, he is the only Heavenly King to have no major arc in the series, with his defeat coming between Bo-bobo meeting Hatenko and his invitation to the Evil Blood Mansion. If he has any abilities, they were never seen in the manga or anime, but he was given the power to fire small lightning bolts in Bobobo-bo Bo-bobo Gag Fusion of the Nine Ultimate Warriors.
